When is a past customer ready to change vehicle?

At a date the dealership already holds: the finance or lease end, or a service interval that brings them back onto the forecourt. Most of that calendar is never worked, which is why past customers buy their next vehicle elsewhere.

Is texting customers about offers allowed?

Only with a consent record, honoured opt-outs and registered business messaging. Unregistered business texting is filtered by carriers without any notification, so the practical risk is messages that silently never arrive.
